Currently a lecturer at the Law School of China Jiliang University, Rao Xiancheng holds the Legal Professional Qualification and Patent Attorney Qualification, and serves as an Executive Director of the Zhejiang Provincial Institute of Intellectual Property Law.

He has published 5 academic papers in CSSCI (including expanded edition) journals such as Science, Technology and Law, Publishing Research, Editors' Friend, and Science & Technology Progress and Policy.

The research report he co-authored, An Empirical Study on Intellectual Property Issues of Companies Listed on the Sci-Tech Innovation Board (STAR Market), won the First Prize in the 11th National Excellent Survey and Research Report on Intellectual Property.
